Mr. Starr is currently Chief of the Habitat Restoration Division within the U.S. Fish and Wildlife Service –Chesapeake Bay Field Office, Annapolis, Maryland. He has 20 years experience in watershed assessment, planning management and restoration. His supervisory responsibilities include leading and managing the Stream Habitat Assessment and Restoration group, Partners for Fish and Wildlife Program, and the Schoolyard Habitats Program. Division projects include on-the-ground stream and wetland restoration, stream and wetland assessment and design protocol development, functional stream and wetland assessment training, watershed and functional stream assessment, project design review, and strategic planning. The success of his Division is through the numerous partnerships he has formed with Federal, state, and local agencies, and non-governmental organizations to leverage resources, meet multi-objectives, and maximize environmental benefits.
He leads comprehensive and critical studies for major watershed-based ecosystem restoration projects. He has also lead comprehensive studies for water resources development projects, such as, flood protection, water supply and recreation. He has extensive experience in project planning including developing study goals and multiple objectives, identifying significant issues and project effects, developing project plan alternatives, and leading plan formulation and selection. He has developed, designed and monitored plans for wildlife and fisheries habitat enhancement projects, stream restoration projects, stormwater management, and floodplain management projects. He has also developed numerous stream assessment protocols, tools and training courses.
